May & Barnhard, PC is a certified public accounting and financial consulting firm in Bethesda, Maryland dedicated to providing full service financial planning, tax, audit and other accounting services. The company is designed to meet the needs of individuals, closely-held businesses and not-for-profit organizations. The firm is committed to providing high quality professional services with a personal touch. Our goal is to be your, and your family's, financial advisor for life.

We bring to each client extremely qualified individuals with diverse areas of specialization, as well as general accounting backgrounds. We have Certified Public Accountants (CPA), CERTIFIED FINANCIAL PLANNER™ practitioners (CFP®), CHARTERED FINANCIAL ANALYSTS (CFA) and Certified Divorce Financial Analysts™ (CDFA™) on staff.

Our firm is registered with the State of Maryland as a registered investment advisor. We offer our annual investment advisor filing to all financial planning clients who wish to receive a copy. Our CFP® practitioners are also members of the Financial Planning Association.

May & Barnhard's professionals are members of the American Institute of Certified Public Accountants and the Maryland Association of Certified Public Accountants. As such, we participate in the AICPA Peer Review Program and have successfully passed system quality control reviews.

Debora E. May, CPA, CFP®, CDFA™

Ms. May is the managing partner in charge of quality review on divorce and financial planning engagements.  She has over thirty years of experience in public accounting with varied and substantial experience in tax, financial planning for individuals and closely held businesses, collaborative divorce, divorce litigation support and negotiation for financial settlements in divorce.  She has provided expert testimony for attorneys in divorce and real estate matters, and participated in meditations for divorce.  She has also served as a financial neutral in over 250 collaborative divorce cases.  Ms. May is recognized as a local expert in the divorce planning area and has helped negotiate settlements in hundreds of divorce cases.  She has also been voted by her peers as one of the top financial planning experts in the metropolitan Washington, DC area in the only six polls of that nature sponsored by Washingtonian Magazine (October 1994, December 2002, January 2009, November 2012, November 2014 and April 2016).  In addition, she is actively involved with individual tax work and has also represented clients in IRS and state audit matters. 

Ms. May is a graduate of the University of Maryland.  She has served on the board of directors of a number of associations and non-profit organizations and is a past President of the Collaborative Dispute Resolution Professionals of Maryland (CDRP), currently serves on the board of the Montgomery County Divorce Roundtable and is active in many other collaborative professional groups.  Ms. May currently lectures and writes on a number of tax and financial planning topics.  She has also hosted a week-long TV program for Montgomery County, MD cable on tax and financial planning subjects.  Ms. May provides consulting services to other CFPs and professionals in the area of divorce and tax planning. 

Ms. May enjoys golf and visiting her children in California.


Jeffrey A. May, CPA

Mr. May is the technical partner in charge of the tax practice.  He has over thirty years of experience in public accounting.  He is responsible for the overall quality control of the tax practice, which specializes in providing tax services and benefit planning to individuals, closely-held businesses and not-for-profit organizations. While Mr. May enjoys a diverse industry mix of clientele, he is known for his expertise in the professional services, real estate, oil and gas, retail, government contracting and internet commerce industries. He also works closely with not-for-profit organizations, helping them obtain tax exemption, addressing unrelated business income tax complexities, and achieving public support tests.

Mr. May is a graduate of the University of Maryland.  He is a past president of the Maryland Association of CPA’s Washington Capital Area Chapter.  He has written many articles on tax related areas and has appeared on news programs and radio shows regarding tax matters.

Mr. May enjoys attending ice hockey games, fishing and playing golf.

Judith P. Barnhard, CPA, CFP®, CDFA™

Ms. Barnhard is the partner responsible for the firm's accounting and audit practice and is integrally involved with quality control procedures for the firm's financial planning division.  Judy Barnhard is a certified public accountant, certified financial planner®, and a certified divorce financial analyst™.  She has over 34 years of professional experience ranging from leading international firms, private industry and local private practice.   Professional services provided by Ms. Barnhard include:  accounting and audit services to not-for-profit organizations, government contractors, and closely held businesses; preparation of income tax returns for individuals and not-for-profit organizations; preparation of personal financial plans and divorce/litigation support services.

Ms. Barnhard earned her Bachelor's of Science degree from Northeastern University and is a member of the American Institute of Certified Public Accountants, Maryland Association of Certified Public Accountants and serves on the Peer Review Committee of the MACPA.  She is licensed in Maryland, Virginia, DC and Florida.  She also volunteers in a leadership capacity for a leading cancer charity.  

Ms. Barnhard enjoys horseback riding and traveling.


Keri L. Woodworth, CPA

Ms. Woodworth is a Principal of May & Barnhard and directs the firm’s tax and accounting services.  She has over twenty-five years of experience in public accounting.   Tax services include managing the preparation and review of federal and state income tax returns for corporations, partnerships, non-profit organizations, and individuals.  She is also responsible for all accounting and bookkeeping functions within the firm; preparation of compiled financial statements; all payroll issues; and personal property returns.  Ms. Woodworth also performs audit and review engagements for non-profit organizations.  Her interest and experience is with closely held, entrepreneurial businesses and its owners.  Ms. Woodworth is also responsible for consultation, implementation, training and on-going support for clients who have QuickBooks software. 

Ms. Woodworth is a graduate of the University of Maryland, University College.  She has served as a volunteer tax preparer for the IRS VITA Program and is a member of the Maryland Association of Certified Public Accountants and the Maryland Society of Accounts. 

Ms. Woodworth enjoys reading, spinning and bowling and watching both her husband and daughter compete in bowling tournaments.

 

Jane Ochsman Rowny, CPA, CFP®, CDFA™

Ms. Rowny is a Principal of May & Barnhard, PC and directs the firm’s divorce and financial planning division.   Ms. Rowny specializes in providing creative solutions to her client’s financial challenges.   Her areas of expertise include divorce financial planning, collaborative divorce, mediation, individual tax services, financial planning and expert witness testimony.  As a trusted and objective advisor, she provides personalized support and guidance to her clients to protect, preserve and grow their financial resources.  Ms. Rowny earned her Bachelor’s of Science degree in accounting from the University of Connecticut and has over 16 years experience in the profession.  She has lectured and published on various topics in divorce financial planning. 

Ms. Rowny is certified in public accounting, financial planning and divorce financial analysis and is trained in collaborative divorce and mediation.  She is a member of the American Institute of Certified Public Accountants, the Financial Planner’s Association , the International Academy of Collaborative Professionals ,  Collaborative Dispute Resolution Professionals (Maryland) and the DC Academy of Collaborative Professionals. 

Ms. Rowny is an Officer, Budget Committee Chairperson and serves on the Board of Directors of a local non-profit organization.  She also has served as a volunteer for various charities to benefit medical and children’s causes.  She enjoys competitive tennis, golf and skiing.


 

 

Gail R. Halpern, CPA, PFS

Ms. Halpern is a Consultant at May & Barnhard in the areas of trust, estates, and personal financial planning.  She has over twenty-nine years of experience in public accounting.  In the area of trusts and estates, her primary focus is on trust and estate planning and administration. Ms. Halpern also specializes in the preparation of Estate and Gift tax returns and Fiduciary income tax returns.  In the area of personal financial planning, she specializes in income tax planning, gift planning, cash flow planning, investment planning, retirement planning, and insurance planning. Ms. Halpern also prepares individual income tax returns.  Ms. Halpern is a Personal Financial Specialist (PFS), a designation received from the American Institute of Certified Public Accountants.

Ms. Halpern is a graduate of Yeshiva University.  She is a member of the American Institute of Certified Public Accountants, the Maryland Association of Certified Public Accountants and Maryland Society of Accounts. 

Ms. Halpern enjoys biking and spending time with her family.


 

Suzanne Nalls

Suzanne M. Nalls, CPA

Ms. Nalls is a Tax Manager in the tax and accounting services division.  She has over twenty years of experience in public accounting.  Tax services include the preparation of federal and state income tax returns for corporations, partnerships, non-profit organizations, and individuals.  Also included in the tax services division is tax planning and projections for various business entities and individuals. Ms. Nalls is also involved with preparing compiled financial statements.

Ms. Nalls is a graduate of St. Francis College.  She is a member of the Maryland Association of Certified Public Accountants.  Ms. Nalls also volunteers with church and her children’s school activities.

Ms. Nalls enjoys the beach, doing puzzles and spending time with her family. 
 

 

C Vacek

Christina M. Vacek, CPA

Ms. Vacek is a Senior Tax Associate in the tax and accounting services division.  She has over ten year of experience in public accounting.  Tax services include the preparation of federal and state income tax returns for corporations, partnerships, non-profit organizations and individuals.  She also has experience in preparing and reviewing payroll and personal property tax returns.  Ms. Vacek is also involved with preparing compiled financial statements.   


 

Aleksandr S. Seleznev, MBA, CFP®, CFA

Mr. Seleznev is a Senior Investment Adviser and specializes in comprehensive financial planning and investment management for individuals and families. Mr. Seleznev directs the identification, development and implementation of strategies to enhance the investment performance and processes of the firm.  Mr. Seleznev also provides consultations on specific topics such as debt management, college, insurance, retirement and tax planning.  He also provides financial services for divorcing couples. 

Mr. Seleznev graduated from Old Dominion University with a dual degree in Finance and Decision Sciences.  He also earned an MBA from Old Dominion University with a concentration in Business Valuation and Investments.  He holds the Certified Financial Planner and Chartered Financial Analyst Designations and is a member of the National Capital Association of Financial Planners and CFA Society of Washington D.C. 

Mr. Seleznev is originally from the Kyrgyz Republic.  He was recruited to play collegiate tennis at Old Dominion University.  Alex continues to play competitive tennis and enjoys traveling.    


 

Jordan P. Egert, CPA, CFE, CDFA™

Mr. Egert is a Manager of May & Barnhard, PC’s litigation support department. He has over eleven years of experience in financial analysis, personal and closely held business tax matters, financial consulting for collaborative, mediated and litigated cases (including support and negotiation of settlement options) and forensic accounting engagements.

His work has involved accounting and financial planning/analysis for support and property division matters in divorce –including cash flows, lifestyle and budget preparation/examination, retirement projections, tax projections, asset and liability division (including tax ramifications), tracing of commingled and separate assets, marital waste and spending analysis, hidden/sheltered asset identification, alimony and child support matters, closely held entity forensic engagements, public record searches, and strategy development. Mr. Egert has assisted with negotiations for over 100 collaborative divorce cases and over 75 litigated divorce cases – both directly with clients and attorneys and has qualified as an expert witness in divorce financial matters.

Mr. Egert has substantial experience in tax compliance matters in years which spouses become divorced. He has been involved with numerous cancellation of debt tax matters as they relate to real estate assets (backed by both recourse and non-recourse debt instruments).

Mr. Egert holds a Masters of Business Administration from Florida Atlantic University. He is a member of the Association of Certified Fraud Examiners (ACFE), Maryland Society of Accounting and Tax Professionals (MSAT) and the Institute for Divorce Financial Analysts (IDFA).

Mr. Egert teaches free business development courses in association with various District of Columbia based non-profit organizations, enjoys competitive tennis (specifically, mixed doubles), and international travel.


 

 

Barbara Rogers

Barbara K. Rogers

Ms. Rogers is an experienced staff accountant in the tax and accounting services division. She has been with the firm for nineteen years. Ms. Rogers has a wide range of responsibilities. She prepares individual and business taxes returns, payroll returns, personal property returns and quarterly and year end reports. She also performs accounting and bookkeeping within the firm. Ms. Rogers has hundreds of hours communicating with Federal and State agencies to resolve tax issues. She maintains our accounting and tax software by updating and troubleshooting.

Ms. Rogers is a graduate of Strayer University. Ms. Rogers is very active with many non-profit organizations. She is the current trustee of her neighborhood association and has volunteered for several political campaigns.

Ms. Rogers is involved in her community and enjoys attending Church services, spending time with her family and shopping.


 

Jenny Wang

Jenny Wang

Ms. Wang is an investment analyst specializing in investment research, including research and analysis of potential investments and the monitoring of existing portfolio investments. She also review clients’ portfolios, makes investment recommendations and assists with portfolio re-balancing. In addition, she prepares retirement and cash-flow projections and other calculations requested by clients.

Ms. Wang joined May & Barnhard, PC in January, 2014. She holds a Master degree of Finance from University of Maryland, Robert H. Smith School of Business. She has passed all three levels of the Chartered Financial Analyst (CFA) program. 

Ms. Wang enjoys spending spare time volunteering in citizen organizations and likes travelling around the world.

 Judy L. D'Amico

Ms. D’Amico is the firm's Office Manager. She assists with management of the day-to-day operations which include human resources management, benefits and facilities administration and internal accounting. Ms. D’Amico has over thirty years of professional experience working in various industries including, financial services, hospitality and legal. She spent fifteen years working for Arthur Andersen & Company in their Human Resources department. She focused her efforts on compensation, performance management and training.

Most recently Ms. D’Amico served as the Executive Director for a non-profit organization, honing her event planning, member liaison and website maintenance skills.

Ms. D’Amico enjoys traveling, dancing, listening to music and entertaining.

 

Marcia Cohen

 Marcia Cohen

Ms. Cohen is the firm’s receptionist and administrative assistant for the past seven years.

Ms. Cohen graduated from the University of Maryland. She has devoted 35 years advocating for people with disabilities. Ready for a career change, in 2008 Ms. Cohen started a gardening business and began office work here at May and Barnhard.

Ms. Cohen enjoys gardening and antiquing with her husband.
